PBBM, tiniyak na prayoridad na paghusayin ang tertiary education system sa bansa
01:13.3
This is the highest priority.
01:15.9
I have stated it before, but I will state it again, that as far as my view of government service is concerned,
01:27.2
the most important service that government must provide to its people is a good education.
01:37.3
No country can prosper without a good educational background.
01:42.2
Even if we take it down to the individual level, individuals cannot prosper without a good education.
01:49.2
And of course, together with all the stakeholders, both on the public side and the private side, once again,
01:57.2
training, education, holds the key.
02:00.6
As of December 2023, 81 Philippine higher educational institutions have been included in various World University Rankings,
02:11.0
a significant increase from the 52 that were included in July 2023.
02:17.3
However, we must acknowledge that in the recent Times Higher Education 2024 Asia University Rankings,
02:26.3
unfortunately, no Philippine university has reached top 100,
02:31.3
with the country's top schools either dropping or maintaining their rankings.
02:36.3
This just goes to show that much work is still to be done.
02:40.3
We must pursue a comprehensive and all-encompassing strategy that will turn this trend around.
02:47.3
The state of our education today shapes the future of the nation.
02:52.3
The battle to win the future is waged in today's schools.
02:56.3
Where we should arm our young men and women with the right skills to not only survive,
03:03.3
but to thrive in a rapidly changing world that does not wait for anyone.
03:10.3
Giving the youth the right competencies and skills and training is the only way for them to prevail and to prosper in this highly competitive world.
03:20.3
Our greatest obligation to them is to mold them into critical thinkers,
03:25.3
into problem solvers, into visionaries,
03:28.3
wielding the skills that will allow them to succeed in the future.
03:32.3
Without an educated workforce that will implement them,
03:35.3
any national economic blueprint will remain simply as that, blueprints.
03:42.3
We will not have the means or the capacity or the labor force to be able to make those plans reality.
03:51.3
Without skilled manpower who will run them,
03:54.3
industries will grind to a halt,
03:56.3
social services will cease to function.
03:59.3
Without a national pool of talent who can master new technologies and adjust quickly to tectonic changes,
04:06.3
the country will be perpetually catching up,
04:09.3
left behind by other societies whose educational systems have been made more adept.
04:15.3
And that is why improving higher education and making it responsive to the present and future needs of society
04:22.3
is front and center
04:24.3
of this administration's national development agenda.
04:28.3
The success of many of our plans for the country
04:31.3
depend heavily on the availability of a strong, resilient, and skilled human resource
04:37.3
to drive the nation forward.
04:39.3
Allow me to share you my fundamental beliefs on the matter.
04:43.3
One, higher education is too important a mission to be left to government alone.
04:50.3
As with all the important,
04:55.3
all the important plans that we put together,
04:59.3
we cannot say that this is only government's responsibility.
05:03.3
But we should also allow private parties to participate
05:10.3
and not shove private parties to the sidelines.
05:14.3
Nor should it be that the cause of their diminution or their demise.
05:23.3
When it comes to educating our youth,
05:25.3
government and private schools are not competitors
05:28.3
but must be regarded as equal partners.
05:33.3
governments should ensure their viability,
05:36.3
treat them as strategic assets whose existence is guaranteed
05:40.3
by nurturing policies and support.
05:43.3
Second, of all state expenditure,
05:46.3
education delivers the best dividends.
05:49.3
This administration remains committed to the continuing provision
05:53.3
of a free tertiary education in public universities and colleges
05:58.3
for qualified students as provided under the Universal Access to Quality Tertiary Education Act.
06:05.3
We have allocated close to 134 billion pesos
06:09.3
for our state and local universities and colleges this year
06:13.3
so that more students can receive free tertiary education
06:17.3
and more families will be eased of the burden of having to pay for college.
06:22.3
We know that whatever is spent on education,
06:26.3
we should never regard as an expenditure.
06:30.3
It is an investment.
06:32.3
It is an investment in our people.
06:39.3
It is an investment in our country.
06:42.3
It is an investment in our future.
06:45.3
Third, mandates must be attached to merits.
06:51.3
Democratizing access to education should not lead to the lowering of academic standards.
06:56.3
Scholastic yardsticks are not movable goalposts
07:00.3
which we change every year to improve our numbers.
07:04.3
These must be regarded as firm benchmarks
07:08.3
that are resistant to the pressures that seek to undercut the quality of that education.
07:15.3
We must hold ourselves, our students, the entire system
07:20.3
to a high standard.
07:22.3
And it is the only way that we will succeed in this fast-moving, changing world.
07:29.3
Fourth, there are ways of solving educational problems
07:33.3
other than just throwing money at the problem.
07:36.3
Certainly, we could not say that appropriations will always solve the problem.
07:41.3
Cash is not always a cure.
07:44.3
Even funding does not automatically guarantee
07:47.3
that we will get our desired outcome.
07:50.3
A solution, if intrinsically bad, does not become effective
07:54.3
because it has become funded.
07:56.3
I hope you take the above points into consideration.
08:00.3
The last thing we need now is a set of new talking points
08:04.3
that we rehash once again what we have learned a long time ago.
08:08.3
Besides, what we have learned a long time ago is actually no longer relevant.
08:15.3
We have seen the changes in the requirements
08:18.3
of the new global post-pandemic economy.
08:23.3
And for us to be able to participate successfully
08:28.3
in that new global economy,
08:31.3
we must have a skilled workforce.
08:34.3
And that will depend upon their training and their education.
08:39.3
I would rather that consensus forged in this summit
08:43.3
be incorporated in the proposed budget for CHED
08:46.3
and SUCs for 2025
08:49.3
because only then can ideas be translated into reality.
08:55.3
So as we look further to the horizon
08:58.3
in our higher educational sector,
09:00.3
I hope this summit will yield answers and solutions
09:04.3
to the challenges and opportunities that we now face
09:07.3
in our higher educational sector.
09:10.3
And so I encourage every stakeholder here to work with us
09:14.3
to strengthen our efforts towards an inclusive,
09:17.3
equitable, accessible, and sustainable higher educational sector.
09:24.3
Let us mold a new generation of critical thinkers,
09:28.3
problem solvers, visionaries,
09:30.3
who will realize our aspirations for a new Philippines,
09:34.3
a Bagong Pilipinas,
09:36.3
to bring us to a future of growth, opportunity, and prosperity.
09:43.3
it is the only way that our country will succeed.
09:47.3
It is the only way that we will be an active participant
09:52.3
in not only the economy of the world,
09:55.3
but in all, as a citizen of the world community,
10:02.3
that this country will succeed.
10:05.3
So with this, I trust that the men and women of CHED,
10:09.3
led by Chairperson Popoy de Vera,
10:12.3
will lead us forward and continue their trustworthy
10:15.3
and unwavering service for the benefits of our students
10:18.3
and the entire country.
10:20.3
I wish you all a fruitful and engaging summit,
10:24.3
and I once again pledge the total and complete support
10:28.3
of this administration for all that you endeavor to do
10:33.3
for higher education to improve the quality
10:37.3
that we are providing for our students and for our workforce.
10:42.3
Thank you very much and good afternoon.
